President Donald Trump reaffirmed his pledge to deliver $5,000 to every adult American citizen if Republicans retain the House and Senate in the November midterms, a promise he made at a Dallas rally last month and now posts on Truth Social.
Funding Claims and Cost Estimates
Trump said the payments would come from tariff revenue and “record‑setting economic success,” not from taxpayer dollars or deficit spending.
He estimated the program would cost about $1 trillion, but argued that $21 trillion of new investment in the United States over the past 15 months would offset the expense.
Political Reactions
House Speaker Mike Johnson (R‑La.) said Congress would likely need to act, though Trump claimed he could bypass legislators.
“We think not,” Trump told CBS News, adding that the nation’s strong tariff inflows make the plan feasible.
Sen. Bernie Moreno (R‑Ohio) announced he will draft legislation to authorize the payments after the Nov. 3 election.
Sen. Steve Daines (R‑Mont.) warned he has not seen a clear mechanism and fears adding to the $40 trillion national debt.
Sen. Chris Coons (D‑Del.) tweeted that the plan would balloon the debt, raise home and auto loan costs, and spark inflation.
Additional Payments and Context
Trump also confirmed a $500 rebate to roughly one million Americans overcharged on ACA exchange premiums and a $90 payment to seniors for Medicare premiums.
He warned that a Democratic takeover of Congress would trigger an economic collapse comparable to the 1929 crash.
