A Washington, D.C. health care lobbyist faces dozens of child pornography charges after allegedly videotaping up the skirts of women and a 16‑year‑old at a Northern Virginia mall. Police arrested Shawn Gremminger, 44, at Ronald Reagan Washington National Airport on Aug. 27 and held him without bond.
Charges and Arrest
Gremminger, former president and CEO of the National Alliance of Healthcare Purchaser Coalitions, now faces 34 charges, including 30 counts of possession of child pornography, one count of production of child pornography, one count of unlawful creation of an image of a minor, and two misdemeanor counts of nonconsensual filming, according to Fairfax County Police.
Investigators say the probe began Aug. 16 after patrons reported a man recording up a skirt of an 18‑year‑old shopper at a mall in Fairfax County. Surveillance video captured Gremminger recording another woman at a separate store before he fled when confronted, police said.
A day earlier, he allegedly targeted a 16‑year‑old girl inside Victoria’s Secret while with his ex‑wife and daughter, according to POLITICO. Victims and a family member confronted him, but he fled before police arrived, prompting detectives to use license‑plate readers to locate his vehicle, 7News reported.
After his arrest, officers seized Gremminger’s electronic devices, which revealed evidence of additional possible victims, police stated. Detectives are asking anyone with information or who believes they were a victim to call the Major Crimes Bureau at 703‑246‑7800, option 3.
Gremminger is scheduled for a hearing on the two nonconsensual filming charges in Fairfax County General District Court on Oct. 21, local news reported. A Nov. 20 hearing will address the felony counts of unlawful filming of a minor and production of child pornography, and a Dec. 2 hearing will handle the possession of child pornography charges, according to court filings.
The National Alliance of Healthcare Purchaser Coalitions terminated Gremminger immediately after the allegations surfaced, the organization said. Board of Governors acted to fire the former president and CEO, noting the charges are unrelated to the group’s members, funders, finances, programs or operations.
Chief of Staff Jenny Goins was named interim president and CEO on Sept. 4, the organization announced. The group pledges to continue working with its members and partners to improve value, quality and accountability across the health care system, it said.
