The Treasury also issued eligibility criteria that require any index used in the accounts to track a broad U.S. or global equity market using objective financial metrics. Officials say the framework gives families clear, transparent choices that emphasize low fees, diversification and lasting growth.

The Trump Accounts mobile app, launched July 4, now offers eight exclusive financial‑literacy modules to help young savers get started. Enrollment has surged past 7 million families in just over a month, according to a Treasury spokeswoman.

More than 2 million enrollees qualify for a $1,000 federal seed fund under the One Big Beautiful Bill Act for children born between 2025 and 2028, while others can open accounts without the grant. The program permits accounts for anyone under 18, though only the 2025‑2028 birth window receives the government contribution.
